On 21 August 2026, representatives of Yingtan Industrial Holding Group, the Yingtan Science and Technology Bureau and the Yingtan Municipal Government’s Shenzhen Office met the Shenzhen Virtual University Technology Transfer Promotion Association at the Industrial Innovation Center for State-owned Assets and Enterprises in Shenzhen. The discussion covered the upgrading of copper-based materials, technology transfer, innovation ecosystems and technology finance.
Discussion of industrial upgrading and technology transfer
The Yingtan delegation included Su Pengcheng, Party Secretary, Chairman and General Manager of Yingtan Industrial Holding Group; Tang Zhong, Party Secretary and Director of the Yingtan Municipal Government’s Shenzhen Office; Peng Zheng, Deputy Director of the Yingtan Science and Technology Bureau; and Hu Guogen, Deputy Director of the Shenzhen Office, among others. The association was represented by President Peng Honglin, former Chairman of Shenzhen Kunpeng Equity Investment Management Co., Ltd.; Executive President Lu Shunxiang, Chairman of Shenzhen Wuhan University of Technology Research Institute Co., Ltd.; Vice President Liu Hongxia, Chairman of Shenzhen Yuanshan Private Equity Investment Fund Management Co., Ltd.; and Chief Legal Counsel and Executive Secretary-General Dandan Fei, a partner at Guantao Law Firm in Shenzhen, among others.
Peng Honglin introduced the association, while Tang Zhong reviewed the earlier liaison work. Su Pengcheng outlined Yingtan’s copper-industry base and its current development priorities; Peng Zheng described plans for the World Copper Capital Innovation Valley; and Lu Shunxiang presented the association’s experience in co-ordinating university resources, transferring research and supporting regional innovation ecosystems. The participants then discussed matching industrial demand with university research, talent development, investment collaboration and project implementation.

A legal and governance perspective on implementation
The symposium’s focus on co-operation mechanisms, financing arrangements and implementation routes intersects with Fei’s work in government affairs, state-owned investment, industrial projects and corporate legal services. Attending as the association’s Chief Legal Counsel and Executive Secretary-General and a partner at Guantao Law Firm in Shenzhen, she took part in exchanges on co-operation structures, project delivery and risk controls, with particular attention to how resource matching could be translated into workable projects.
The two sides discussed continued work on matching research with industrial demand, innovation-ecosystem development, talent programmes, technology finance and cross-regional co-operation. Further site visits and project-level discussions are expected to follow.
