Dandan Fei

Dandan Fei is a partner at Guantao Law Firm with more than 20 years of experience spanning public prosecution, municipal government, state-owned investment and private practice. She also serves as Deputy Director of the Guangdong-Hong Kong-Macao-Taiwan Liaison Office, Chinese Society of Behavioral Law and Executive Secretary-General of the Shenzhen Virtual University Technology Transfer Promotion Association.

Her career has spanned the principal institutions involved in the formulation of policy and the implementation of major commercial and industrial projects in China. She began her career as a public prosecutor in Nanshan District, Shenzhen. During that period, she was named one of Shenzhen’s Top Ten Procuratorial Secretaries, ranking first. She later moved to the district government and then to the municipal government. At the General Office of Shenzhen Municipal People’s Government, she served as Deputy Director of the Economic Affairs Division, working on policy research, the drafting of industrial policies and regulatory measures, and the coordination of major economic and industrial initiatives.

She later joined a Shenzhen municipal state-owned cross-border investment institution as Deputy General Manager. Before joining Guantao, she led the international practice of another law firm.

Her experience across government, investment and legal practice gives her a practical understanding of how policy is developed, how public authorities and state-owned investors assess projects, and how institutional requirements affect commercial execution.

Her practice focuses on investment and M&A, capital markets, public policy and government affairs, international expansion and cross-border transactions, corporate governance, compliance and dispute resolution. She has particular experience in matters requiring government policy, regulatory requirements, state-owned capital procedures and commercial objectives to be considered together.

Her work includes legal and policy analysis, regulatory strategy, transaction structuring, cross-border compliance, negotiation and implementation. She advises private companies, state-owned enterprises and investment institutions.

She has advised on domestic and cross-border matters involving Hong Kong and Singapore, as well as jurisdictions across Southeast Asia, Europe, the United States and the Middle East. Through her professional appointments, she also maintains regular contact with businesses, investors, universities and research organisations in Shenzhen.
