On June 2, 2026, Chen Shijie, Deputy Secretary-General of the Chinese Society of Behavioral Law and Director of its Greater Bay Area Liaison Office, met with representatives of Tengyue Construction Technology Group. Attendees included Shen Xiaopan, General Manager of Finance; Wang Xinru, General Manager of Legal; Luo Tianqiang, General Manager of Tengyue's Guangfo company; Zheng Xiongqing, Deputy General Manager; and Liu Zhikun, General Manager of Foshan Hengyongjun Investment Co., Ltd., a council member of the society. The discussion covered construction-project risk control, overseas project support, asset revitalization, project management and legal cooperation in the Greater Bay Area.
Luo Tianqiang introduced Tengyue's business layout and current priorities. Within its holding group, Tengyue works on construction management, general contracting and related services, with experience in large projects, regional delivery and industrial-chain coordination. It continues to serve group projects while building a more market-oriented business and expanding into markets such as Malaysia and Africa. As that work grows, the company needs legal support for contract management, performance, settlement, risk control and cross-border coordination.
Chen Shijie said the Liaison Office follows rule-of-law development, corporate governance, social governance and cross-regional legal exchange in the Greater Bay Area. Construction companies are dealing with industry restructuring and pressure to put existing assets back to work. They need compliance systems, early risk controls, dispute-resolution routes and asset-disposal mechanisms that can support daily operations. As more Chinese construction companies take part in overseas projects, the society will connect research and legal-practice resources with enterprise governance and outbound project needs.
Wang Xinru described Tengyue's legal work across contracts, project performance, engineering settlement, debt recovery, risk disposal, compliance systems and overseas projects. Construction projects have long chains, many participants and long performance cycles, involving owners, contractors, subcontractors, suppliers, financial institutions, local platforms and overseas partners. In markets such as Malaysia, companies need to review contract terms, payment, performance guarantees, delay claims, quality and safety, together with local qualification access, employment safety, tax compliance, dispute routes and local counsel coordination.
Shen Xiaopan discussed asset disposal, engineering receivables, upstream and downstream resources and restructuring from a capital-management perspective. Zheng Xiongqing joined the discussion on international market expansion and resource integration. Participants noted that legal issues for construction companies now run through project intake, contract performance, settlement, debt recovery, asset disposal, overseas project risk control and multi-party coordination. They should be handled through governance rules, contract systems, performance management, asset classification, claim confirmation, dispute routes and external-resource coordination.
Dandan Fei, Deputy Director of the Liaison Office and Partner at Guantao Law Firm, and Zheng Zhifan, Executive Partner of Guantao Law Firm, discussed cross-border legal services, construction-project disputes and asset revitalization. They covered legal-risk identification for domestic and overseas projects, cross-border counsel coordination, project risk control and disposal of existing assets. Participants noted that legal services should stay close to operating needs and support project delivery, risk control, rights protection and resource coordination.
The parties agreed to continue communication on legal health checks for major projects, asset revitalization, engineering receivables, restructuring resources, cross-border legal support for international expansion and Greater Bay Area cooperation. The aim is to match legal research and professional services with enterprise operating needs, especially around project delivery, risk control and overseas implementation.
