On 22 July 2026, Bantian Subdistrict in Shenzhen’s Longgang District held a working meeting for its Foreign-related Legal Services Centre and presented appointment certificates to 21 lawyers in the second intake. The intake increased the centre’s lawyer panel from 12 to 33. Dandan Fei, a partner at Guantao Law Firm’s Shenzhen office, joined the second intake and is fourth from right in the presentation photograph.
The new members strengthen the centre’s professional capacity across international trade, maritime law, data compliance, international arbitration and cross-border investment. The broader panel will support companies facing different legal issues in the course of international operations.
Strengthening the foreign-related legal services system
The centre opened in November 2025 and has established service points at Lehui Centre, Galaxy WORLD and Cloud Park. It operates a dedicated foreign-related legal consultation desk, an AI-based foreign-law research navigator and self-service legal terminals, allowing companies to obtain services within major industrial parks.
The centre has introduced volunteer lawyer rotations, targeted training and a process for responding to company requests. By the July meeting, it had handled more than 120 company consultations, issued over 60 legal opinions, held three training sessions covering more than 80 companies and resolved 45 foreign-related legal requests. The second intake expands both the panel’s areas of expertise and its service capacity.
Supporting the international development of local companies
Bantian has a substantial industrial base and a high concentration of technology companies. Its GDP was close to RMB 230 billion in 2023, approximately 46 per cent of Longgang’s total. Its principal industrial, services, retail and fixed-asset investment indicators ranked first among Longgang’s subdistricts in 2024, and Bantian ranked fifth in the 2025 national list of China’s 500 most economically active subdistricts.
The area has 670 national high-tech enterprises and 340 specialised and innovative small and medium-sized enterprises. As local companies expand internationally, they require legal support on outbound investment, international contracts, cross-border data, intellectual property and cross-border disputes. A larger lawyer panel broadens access to professional support during project assessment, negotiations, compliance management and dispute resolution.
Dandan Fei joins the second intake
Fei has more than 20 years of experience across judicial service, government, state-owned capital and private legal practice. Her work covers investment and M&A, capital markets, public policy and government affairs, international expansion and cross-border transactions.
As a member of the panel, Fei will participate in lawyer rotations, targeted training and responses to company requests. She will draw on her experience to support Bantian companies on outbound investment, cross-border transactions, corporate governance and regulatory compliance.
The expanded panel forms part of Bantian’s work to improve local foreign-related public legal services and respond to companies’ international development needs. The centre will continue to coordinate professional resources and provide legal support for cross-border business activities in the subdistrict.
